This piece is about how everything revolves around greed and power. The Sam character is holding "greed" money controlling the ones that supposedly are out to help others...controlling ultimately, everything. I feel as though punishment is nothing more than "sam" collecting from the ones' below him. The way I see it, you are caught speeding...punishment = pay in.
